Srinagar, May 23 (KNO): The Jammu & Kashmir government has sent a proposal to the Union Public Service Commission and Ministry of Home Affairs for filling 28 vacancies in promotion quota of the prestigious Indian Police Service, the news agency—Kashmir News Observer (KNO) has learnt.
Highly placed sources disclosed to KNO that Home department of J&K government has submitted a detailed proposal to UPSC and MHA for induction of 28 officers of Jammu & Kashmir Police Service into IPS.
“The proposal was submitted last week,” they said, adding that 84 names have been submitted to the Union Public Service Commission and MHA as three names are sent against one vacancy. The government has submitted the proposal to fill vacancies of 2010, 2011, 2012 and 2013.
The proposal was submitted after MHA determined 28 vacancies for these years- 08 for 2010, three vacancies for 2011, 08 vacancies for 2012 and 09 vacancies for 2013.
The process of filling vacancies in promotion quota came to halt from 2010 due to different issues including seniority dispute and litigation. As per rules, the process of induction into IPS starts from the determination of the vacancies by the Central Government against the promotion quota of any state.
After determination of vacancies, the State Government concerned forwards a proposal to the UPSC containing the details/records of the State Police Service officers in the order of their seniority.
After submission of the proposal, the UPSC convenes a meeting of all the three stake holders- UPSC, Centre and State- which is known as ‘Selection Committee Meeting.
The selection Committee scrutinizes the records/ ACRs and other details of SPS officers thoroughly and as per the provisions of Regulation 5(4) of the promotions Regulations. According to rules, the committee records its recommendations in the shape of ‘Minutes’ which are signed by each member and the Chairperson.
These minutes are first sent to the State Government concerned which in turn forward these to the Central Government after its concurrence. Central Government also examine the minutes and convey its concurrence to the UPSC.
Finally, these are placed before the Commission. The Commission conveys its approval to the Central Government which is the cadre controlling authority for the Indian Police Service.
Subsequently, the MHA issues notification for induction of officers into Indian Police Service who are included in the select list unconditionally exactly in the order in which their names appear in the select list—(KNO)
